As the imposition of a carbon price is planned in Australia to encourage movement away from carbon-based energy, this mapping exercise illustrates the uneven pattern of carbon use by poor households across Melbourne and across Victoria.

The pattern is largely related to transport and urban planning issues.

The findings point to the need for policies which will offset the regressive impact of a carbon price, to ensure that disadvantaged households are not unfairly penalised.
