The City of Kingston, with funding from the Department of Victorian Communities, engaged the Brotherhood of St. Laurence to explore the issues underlying high youth unemployment in the city in Melbourne's south.

It also explored simultaneous employers' reports of difficulties in filling vacancies, particularly in manufacturing.

The research involved analysis of ABS data as well as consultations with young people, employers, parents, and providers of education, employment and support services.

The resulting Youth Employment Strategy was adopted by the City of Kingston.
