BSL announced by Frankston City as new service provider
Frankston City Council has announced the Brotherhood of St. Laurence (BSL) as the new provider that will deliver Home and Community Care Program for Younger People (HACC‑PYP), ensuring continued care and support for residents who rely on these essential services every day.
HACC‑PYP supports people aged under 65, and under 50 for Aboriginal and Torres Strait Islander peoples, who need assistance to live at home — helping people maintain independence, dignity and connection. Previously delivered by Council, services include help with essential everyday tasks such as cleaning, personal care, and social support.
In late 2025, Council undertook a comprehensive review of its community and aged care services in response to national aged care reforms, community feedback, and changing service needs.
As part of this broader review, and with guidance from the Victorian Government, Council decided to transition all HACC‑PYP services to an external provider to support long-term sustainability and continued quality of care.
The Victorian Government has now appointed BSL to deliver HACC‑PYP services to eligible Frankston City residents from 1 July 2026.
BSL is an experienced provider across the region and Greater Melbourne, supporting Australians to live with independence, dignity and connection, for 95 years.
Known for its person-centred approach, the organisation works closely with clients, families and local partners to deliver care that is respectful, flexible and tailored to individual needs.
Frankston City Council Mayor, Cr Sue Baker, said Council’s focus throughout the process has always been on people, continuity of care and community wellbeing.
“This transition is about people — making sure those who rely on HACC‑PYP services feel supported, informed and confident as services move to a new provider,” Mayor Baker said.
“We know these services are an essential part of people’s daily lives — they’re personal, they’re important, and they deserve to be delivered with care. That’s why we’re pleased to see Brotherhood of St. Laurence appointed to provide these essential services for our community.”
Mayor Baker said the partnership reflects a strong collaboration focused on doing what’s right for the community now and into the future.
“This partnership demonstrates a shared commitment to delivering the best possible outcomes for our community,” she said.
“Together, we are ensuring these important services remain strong, sustainable and responsive to community needs, providing confidence for residents and their families for years to come.”
BSL Director of Aged Care Services Lisa Rollinson said BSL was proud to continue delivery of the important services to residents of Frankston City.
“BSL has a longstanding relationship with Frankston, and we’ll continue to work with Council, staff and clients to ensure care continues with minimum disruption,” Ms Rollinson said.
“We’re committed to making sure every person is seen, valued and supported in a way that works best for them.”
“Continuity of service will be maintained as part of a smooth and respectful transition that supports clients to remain independent, confident and connected to the community.”
Clients will be contacted directly and supported throughout the transition. For many clients, transitioning services to BSL will be the simplest and most seamless option. However, clients who wish to explore other providers will be supported to do so.

This announcement follows Council’s earlier confirmation of AccessCare as the provider for selected Commonwealth Home Support Programme (CHSP) services , as part of the same broader review of Council‑delivered community and aged care services.
