Director First Nations Strategy and Outcomes

Will Broughton, joined the Brotherhood of St. Laurence (BSL) as Director, First Nations Strategy and Outcomes in August 2025. He leads the organisation’s First Nations strategy, governance, and cultural safety agenda, with a strong focus on embedding self-determination across BSL’s programs, workforce, and partnerships.

Will brings extensive executive leadership experience in human resources, industrial relations, First Nations employment and workforce strategy. Before joining BSL, he served as Director of Koori Employment and Cultural Strategy at Court Services Victoria, where he led cultural employment frameworks, governance reforms, and statewide First Nations workforce initiatives. Previously, he served as the Chief Workforce Officer at the Central Australian Aboriginal Congress, where he managed teams across workplace relations, talent management, training and development, as well as risk and compliance in one of the country’s most prominent Aboriginal community-controlled health organisations. He has also held senior leadership roles across the health, community, and justice sectors, including cohealth, North Richmond Community Health, and Mercy Health.

A proud Gunggari man with ties to Wiradjuri, Will has been a consistent advocate for cultural governance, equity, and workforce transformation across diverse sectors. He has served on the AHRI Council in the Northern Territory, contributed to the development of HR capability frameworks, and led initiatives focused on cultural safety and inclusion at both local and national levels.

Will holds a Master of Human Resource Management from RMIT University and is currently undertaking a Master of Employment and Labour Relations Law at the University of Melbourne. Outside of his professional career, Will has contributed extensively to the community and humanitarian space, including volunteering with anti-human trafficking NGOs, and continues to mentor First Nations peers and leaders.
